Description and scope of the Legal Hub 

The Legal Hub is a com­pe­tence hub for legal ques­tions relat­ing to arti­fi­cial intel­li­gence (AI). It has been set up with­in the Com­pe­tence Net­work for Arti­fi­cial Intel­li­gence (CNAI). The hub is run by the Direc­torate of Inter­na­tion­al Law (DIL) and the Fed­er­al Office of Jus­tice (FOJ). The aim of the Legal Hub is to pro­vide sup­port for ser­vices with­in the Fed­er­al Admin­is­tra­tion faced with legal ques­tions relat­ing to AI. Sup­port can include review­ing analy­ses car­ried out by a ser­vice with­in the Fed­er­al Admin­is­tra­tion or answer­ing con­crete and spe­cif­ic ques­tions. The Legal Hub’s resources are lim­it­ed and it is unable to pro­vide the ser­vices of a con­ven­tion­al legal ser­vice, such as detailed analy­ses of the legal impli­ca­tions of using an AI sys­tem or assist­ing with entire projects.

To pro­vide con­crete exam­ples, the Legal Hub has com­piled a list of FAQs for ser­vices wish­ing to use AI sys­tems to car­ry out their work.

The answers pre­sent­ed here are not uni­ver­sal­ly applic­a­ble. Each case must be exam­ined indi­vid­u­al­ly and a detailed legal analy­sis car­ried out.

Ser­vices work­ing on leg­isla­tive projects that deal with dig­i­tal­i­sa­tion can con­tact the FOJ’s Unit for Leg­is­la­tion on Dig­i­tal­i­sa­tion Mat­ters, who can advise them from the begin­ning of the leg­isla­tive process.
